The "vent" is the intake for interior temperature sensor for the automatic
climate control. It will suck tiny amounts of air via a venturi when the
fan is on to sense the temperature inside the car.
This lock I have never seen. I suspect it is some sort of aftermarket
device, probably anti-theft or something.
