Good chance it is ice/snow in the fan
The warm it and let it melt off is the best advice

I run 5-30 SAE oil and my 405s start at -30 F with no problem without being plugged in. I don't recommend this but sometimes you have to.

The Bosch Motronic EFI is an incredible system In the 60s and 70s the 404s with 10-30 SAE would never start at anything below -10 F And we were doing starter motors on a regular basis
