On my '86, the top bearing of the wastegate somehow moved down into the casting abut 3mm, and the wastegate door with it. This caused the wastegate door to contact the casting when it tried to close and get stuck open a bit. This caused the same symptoms (low boost).

After dismantling the thing, I was able to heat up the casting and push the bearing back into place. To insure it didn't happen again, I drilled a small hole through the casting offset of the bearing so that it just cut a "C" shaped channel into the side of the bearing, and then I pressed a spring pin in there.

There was also some dirt/oil in the tube leading to the boost pressure sender (behind the passenger-side headlamp). After cleaning this fixed the boost gauge too.
