I've seen quite a few of those relays (Peugeot calls it a "Tachymetric
Relay") develop bad solder connections on the PCB (Printed Circuit Board)
inside. This will cause all manner of weirdness, such as you describe.
Simply unplugging or even just LOOKING at it will "fix" it temporarily, but
take no solace, as it WILL be back to haunt you again if you don't do
anything about it!
Pop the cover off and carefully examine the little circuit board. Look
around every solder connection, especially the larger components and
terminals. There is a phenomenon known colloquially as "Ring around the
Collar" by many Electrical Engineers. It is a tiny hairline crack that
forms a circle right where the solder meets the component lead. It may need
a magnifying lens to spot. If you locate one, simply flow some fresh
rosin-core solder from a decent hot soldering iron into the joint and
resolder it. It's probably a good idea to resolder everything once you are
in there, as there aren't that many joints. If you are not experienced in
electronic soldering, I will be happy to give some pointers.
The only other possibilities are bad contacts on the relay part itself,
intermittent (open) relay coil, or intermittent component failure.
(Junction breakdown on a Transistor, etc)
