[Peugeot-L] 405 Climate Control (relatively minor) problem

As long as I can remember, I've left the climate control temp on 70 degrees and never thought about. No matter how cold the car, within a mile or so I feel heat and all's well with the world. But in my recently acquired Mi16 there've been a few times when I felt a bit of a chill and turned the temp up to 71 or 2 or 3 or even 74 for a while, and eventually turned it back to the trusty 70 degree setting. I figured it was me. Of course, all my driving's been my 20 minute commute.

The past two weekends, I had to get on the Interstate for a 75 mile drive each way. A few times I noticed that I'd suddenly feel a cold draft as if the spirit of a former owner was in the passenger seat (somebody get the Amazing Randi out here!). But in under a minute, heat would return. I've thought it might be the thermostat - the car came with a totally defective one and I had an 89degree C thermostat on hand (Haynes stipulates 88 degrees).

Any ideas what's going on?

In case it matters, the air inlet flap seems to be disconnected from the inlet slider control; cable apparently not connected. The flap is in the closed position, which is where I normally leave it, so I presume there's no need for me to address this issue right away. However, when I did a comparison with my Mi parts car, I found it (the parts car) had a wad of foam material in the area of the inlet flap, while the "recently-acquired" does not. The heater in the parts car always ran perfectly.
