The S60R was and is still being imported into the US. Find me a V70R (station wagon version of said car) with manual transmission and then you're talkin'.

One popular way to get Volvos from overseas is through Volvo's tourist/diplomat delivery program. My previous Volvo wagon (a 1984 240 Turbo) was bought this way. If this was the case the car is 100% legal, and should have appropriate (emissions, tourist/diplomat, etc) stickers on the car as well as some promotional brocuhres and such. Given that this program allows you to buy a car at a pretty good discount (apparently enough to pay for airfare and travel in Sweden, and other parts of Europe depending on where you're picking the car up), I would be really shocked if someone tried to import a non-US spec S60R (unless they really are being produced in significantly limited numbers).

I agree that taking the wisdom of random people on the list is a bad idea. Worst case you get fined a significant amount and your toy destroyed by the feds. A better resource would be any group of people importing non-US spec cars (like the Nissan Skyline GT-R, Citroen folk.. if anyone's still importing Citroens).

Also get the VIN and poke around at the appropriate DMV. Dig up whatever records you can. Check out the equipment specification plates and such. Is there a US owner's manual with the car? Can you any dealer paperwork? Even if you go through the tourist/diplomat process you should have some sort of paperwork with the dealer's contact info.
