The diaphram in the booster is probably cracked and leaking They are rebuildable if you can get a new diaphram or get a good used booster although these aree all almost 20 years old which is really getting old for the diaphram.

Brian Holm or Disortex probably have rebuilds ready to go

  The power assist on my 85 505TD has failed. For a period of time   before it did, whenever I would release the brake pedal I would hear   a "wooshing" sound which I took to be a vacuum leak. The wooshing   would stop after a short time, and I never detected any loss of   assist until it failed completely. The wooshing grew louder and   sometimes of greater duration; at times it was a loud whistling   sound. Finally the power assist failed and the sound is still   there, but almost inaudible. Now the brakes seem to work just   fine,it's just that they require greater effort. Any ideas on the   nature of the failure and possible fixes? Lastly,(and most   importantly,) Is it safe to continue using the car as it is or am I   risking further damage to the brakes and a possibly unsafe situation?
