Sorry to hear this. PayPal has a "buyer protection policy", but I
think it's only in force if the seller subscribes to it (shown in the
ad if that's the case). And even then, PayPal will only refund some
portion of your loss up to $200. They will investigate the issue for
you, but it takes forever and is rarely conclusive.
The best route is to always pay using a credit card through your
PayPal account. Most credit card companies have their own buyer
protection policies, and will refund %100 when you get burned.
