[Peugeot-L] Mi16 Valve Guide Oil Seals

Hello,
When I put the car away for the winter, I told the mechanic that I had smoke on start-up and the plugs were loading up. I thought it was a mixture problem. He leaned more toward valve guide oil seals. When he pulled the intake manifold, he discovered it was full of gasoline. Are these oil seals Teflon? How common is it for them to need replacement? I'd rather discover a leaking fuel pressure regulator diaphragm. TY.
