I am in the same situation in Chile. Old cars without cats have at least one day a week that cannot be used. In winter you may have 3 days a week without your car if air polution is really bad.

I am converting the engine to fuelinyection and catalytic converter installing Megasquirt, a simple ECU that you build yourself. I will have to get the car tested by a state run facility and trye to get approval for the change. I still dont know if, even meeting the spec, I will get 'catalytic' status to avoid the restrictions. We'll see.

Are the 3.0 V6s in 406s PRV6? If so, yes. I have seen 2000 model year 406s with a V6 engine that meet Euro2.

Euro2 should not be difficult to meet with port inyection and a cat. You may not get Euro2 approval status though, even if you meet the standard. Check the letter of the law... At least down here, if the car was registered before september, 1992 (the date the law went into effect) you don't get a 'green' sticker unless you pass a test and jump through a lot of bureucratic hoops.
