[Peugeot-L] Hand Held Diesel Tach Question

I came into a hand held diesel tach that the dealers used to use to setup the Peugeot diesel engines.
I required a white stripe on the crank pulley and then this contraptions lens was pointed at it and it would read the RPM on a scale.

So the question is

Do these things have a bulb in the wand that shines onto the stripe or do they just pickup the reflection of the room light off the stripe?
