Your voltmeter shouldn't be in the red when you have over 13 volts at the battery, so either it's bad or the wiring to it is defective. It seems that problems with the voltmeter circuit can cause problems with the charging system and battery.

Even so, 13.2 is hardly a "dead" battery. If the voltage stays at 13.2
minimum, the vehicle should never fail to start. Assuming a good battery,
you could be dealing with a bad starter or the associated circuitry.
