I feel your pain. I had a snow plow hit my drivers side two winters ago which resulted in sheet metal damage to both drivers side doors on my 505 STI V-6 with over 200,000 miles at the time.
The Township municipal vehicle ( snow plow ) that whose blade scraped my car was at fault but declared that municipal vehicles and drivers are immune from prosecution in these such cases.
I found in the Insurance archives in Pennsylvania that this is not so and took them to small claims court.
The result was that the courts found the Township driver and township at fault, but because the claim took so long to resolve, I was paid treble ( triple ) damages in this case. Actual damages amounted to $ 2,200.
So I received a check for $ 6,600 and had the car repaired and now it is restored with the extra money.
It took over a year to clear.
