The w/s is glued in with windshield urethane glue The rubber fills in the gap between the glass and the body the plastic filler spreads the rubber to fill the gap completely all the rubber must be around the w/s and the filler in the groove before dropping the assy into the hole.
The glue goes onto the lip in the hole
i.e. you cannot add the rubber after the glass is glued in nor can you add the plastic filler after the rubber is in the hole I have some black plastic filler in a roll that I bought to install in the rubber after it was all in the body
It didn't work out
But you may be able to put it into the rubber first like the factory filler I'll try and find it
I have smashed the glass right out and cut the rubbers to save these fillers They get very brittle
Has anybody tried ordering them from France through the dealer network? Peugeot America brings in parts regularly Bob

  Do you know if I need the chrome plastic strip that inserts in the windshield seal to help hold the windshield in. or is it just for looks. I have sarched the globe and they are no longer around.   David
