The only itrem I have seen in the oil fill hole besides the Cap is a plastic mesh strainer to keep large foreign objects from falling in. On mine the mesh tends to slow down the ingress of oil whilst refilling, many are removed for that reason or they fall harmlessly into the valve train.

If oil is coming out of the oil filler cap, try a tighter cap. Make
sure the pipes that go from the cap to the air filter are not clogged.
If the cap still pops off, try new rings.
I'm not sure if there is supposed to be wire mesh in there; the last 2
I had did't have any, but it may have fallen out, or got inhaled.
