Back in the '70s when states began to implementing smog laws, Peugeots
(304s, 404s, and 504s) did pretty well. One fellow with a '71, 304 not
only passed the '71 specs, but kept up with the state specs well into
the late 1970s--and that was without egr's, air pumps, etc. One fellow
with an early 504 adjusted his carb while at the test facility, and it
surpassed its year's limits with ease. Back in those days, Peugeot
developed its own anti-pollution system, and it worked pretty well.
