[Peugeot-L] gas mileage

Having smelled gas again in my 89 mi16, and my mechanic saying he can find no leak, I checked my mileage- 18.8 mpg in town, driving "reasonably". Is this normal or possibly indicative of a leak somewhere? The last time I was on the road I had measured 34-5 mpg which I think is great and to be expected for highway speeds, but I remembered a number in the mid-20s to be expected for in town driving. I had my mechanic replace several gas lines as a safety precaution, but I still smell gas from time to time (the last time when the car was parked pointing downhill- mean anything?). I have been hit in the rear twice and wonder if the gas tank has a crack, but my mechanic again says he can't find anything. Any thoughts?
