That problem is usually caused by the microswitch at the throttle body. With
the throttle closed and agaisnt the switch, the circuit controlled by the
switch is supposed to be closed thus shutting off fuel between 1200 and 1800
rpms on deceleration. If that switch is the problem on your car, it is doing
the opposite. The microswitch is closing the circuit on acceleration and
shutting off the fuel delivery between 1200 and 1800 rpms. An easy way to
test this is by disconnecting the microswitch, the surging should disappear.
