Are you saying you are getting 13.7V at the horn? If so then you need a new horn. Original is a single or dual Flamm piezo style unit. On my V6, when the unit died, I installed a Flamm unit with compressor and air horns. Couldn't find a link for any Flamm units (did they close shop?) but I found a similar unit made by Hella, right here: http://www.autobarn.net/rodi/noname6.html
