Thanks Brian for the diagnostic questions.
I can't troubleshoot the pump issue until I get the car started. To
that end, the solenoid and starter both work when their terminals are
jumped. That leaves the ignition switch, the lockout switch, and the
starter relay. The lockout switch appears to be working as I hear
another relay operate when I shift in and out of park and neutral.
Bob Bruce was kind enough to send me a scan of the starter circuit so
I can more easily check the ignition switch and starter relay.
Once I get the car running again I'll revisit your questions on the pump.
