[Peugeot-L] an odd and unique problem

I recently bought a Turbo 505 and the owner was say 80% honest..one thing not mentioned was a very odd one. On every piece of glass, very evenly distributed is a pattern or mottled staining that looks like the pattern of water
staining that you might see in a dishwasher on glassware if you didn't use softener. This difference it is much more dense in its pattern than that and NOTHING seems to take it off. Nothing. Straight ammonia, vinegar, various cleaners,409, Brasso, etc. Single edge razors and all else. The glass shop which just replaced my front windshield tried some solvent stuff with some xylene and other petrol distillates...nothing.

He thought that the car had sat for a long time (in western NC) and this developed somehow. Here is a twist: the windscreen had it too but the wipers seemed to take most of it off in its sweep after what I would guess as many months....? Rub it with your thumb though and Onnothing happens....I haven't tried TSP yet but....jeez this stuff is OnOnOnlike from outerspace...

This is not sap or wax or anything that you can sort of feel or rub. It is on the outside rearview mirror in the same "pattern" and makes it very hard to see (through two layers of glass with this stuff)

Any ideas?

P.S. Anyone ever heard of Wynstar (H rated) tires, Phazer 21 is the model--? Came on the car...brand new, pretty stiff, aggressive looking tread etc etc... but Phazer 21?!! (Made in ----you guessed it..China)

I don't know what these Turbo S's should feel like....but compared to my old sti with Michelins XV4s its washboard time. The handling is pretty good I have to admit but there is a real price to pay and was wondering if these are to blame (or credit)?
