Check the ground cluster mm1 just inboard of the right headlight near
the radiator. If that looks okay there is a common 2 terminal connector
near the battery that supplies current for the low beams on separate
wires.
There is no relay, all current goes through stalk switch (doh!), could
be switch is faulty.
Have you checked your headlight for rock chips. Here in Seattle where
it snows maybe once a year for a day or two they let people drive with
studded tires from November to March chewing up the freeways en mass. I
end up replacing at least one bulb during the winter. The bulb dims and
I know I need to replace it.

The fronts drain down the A pillar and I believe out the slots in the
rocker panels (not positive about this).
The rears drain out through the side vents behind both passenger doors.
