If there is no click inside the h/l sw when the sw is in the h/l on position
the sw is shot this is very common especially with the 405 switches
I have replaced most of my 405 h/l sw's with early 505 sw's.
They seem to be more robust.
They are an exact fit; sort of. Sometimes the turn signal sw doesn't cancel
in which case I elongate the mounting holes to move the sw closer to the column.

I got a replacement unit I had (it had the broken lever syndrome, but
since it's thermoplastic, I welded it back with a Weller gun). Going to
try that, more than likely it is the problem, and not a relay.
Also, from the various emails I got, it appears that altough this is for
my 91 505 turbo wagon, that not only would the 405 stalk work (altough
look different) but the pre-86 one would too. Bill Doyle even suggests
that the first gen 505 stalk may be of better quality than the second.
Altough, I'm not complaining, considering this car has been to the moon
and is on it's way back, so to speak.
