Andy,

        Peter is right. Fluid contamination can cause lockup of the rear brakes. My guess is either there is fluid all over the shoes because the brake cylinder is defective or was installed wrong, or a piece of hardware is missing. What ever it is, the rear drums will have to come off again. Take a good look when you do take off the drums and make sure the brake hardware is installed right, the shoes match the old ones, I'm not sure if you bought O.E.M. parts or from whom they were bought, but they could be the wrong shoes as well. Make sure the pad length is the same as on the old shoes. The trailing shoe has different placement of the friction material thats bonded to the shoes itself so verify shoes are similar. Good luck.
