Roger,
The idle-air solenoid may be dirty and sticking. It may be cleaned
with carb cleaner and vigorous shaking.
Another possibility is friction in the gas pedal fulcrum, preventing
the pedal from returning all they way. If it helps to lift the pedal
with your foot that would be the problem. The pedal can be removed
and the fulcrom pin cleaned and oiled.
