Other reasons you might not see the LED come on:
(a) it has been removed (installing a new one revealed a two flash error
code on this particular car)
(b) it has been removed, the LED leg cut, and then reinstalled (This has
been rectified on another car, but still no LED activity as yet, also
the ABS warning light was moved to the diode light, presumably so the
car would pass inspection. <sigh>)
(c) LED or resistor dead
(d) any combination of the above, and any other method the previous
"mechanic" could think of to make the LED stop flashing....
