Just recently we have replaced defective throttle position switches on
two different MI16's. The symptoms started as an intermittent problem
but got worse over time. When the switch worked correctly there was
of course no problem but when it failed (does not signal that the
throttle is closed) then the idle would be always consistently
2000rpm. If you think it is the switch you can always unplug it
during a time when you are idling high and then jump the terminals at
the connector (2 and 3 I think, the bottom two, I can verify later if
you don't have a manual) and if the idle drops back to normal then you
found it.

If your idle rpm is high but varies then I don't think this will be
your problem.
