[Peugeot-L] N9TE charging (not)

I hooked up a volt meter directly to the alt, and ran wires into the car. (My trouble is a dim glowing bat light), the battery is new, the alt a year old rebuild.

On the road, it read 14.5 in the city, 16-17 on the highway, then 13- 14 at idle. Are these normal readings? I've replaced the B+ and pos bat wire.

Should I hooking the leads to the battery instead?

I really need some advice here; auto electric is not my srtong suit!
