It sounds fine to me except for the 16-17V at speed.
That would suggest that the regulator is flakey.
The other real test is to see what the alt makes
voltage-wise at idle and then switch all the consumers
on (all lights, heater fan, seat heaters, etc) and see
what the voltage is. Some drop would be ok, but it
should still be above battery voltage.
If you were to disconnect the wire from the battery
to the alternator and then run the car, you might
actually see 40+ V at idle form the alternator! That
is because the alternator isn't working against a load
or regulated. So, the fact that its making 16-17V at
speed may suggest that there is a bad connection
between the alt output and the battery.
Either way, if the alt is putting out a true 16-17V,
you'll fry the battery.
