This is a bad ground. Normally if you have low voltage, it means high
resistance. If you have high resistance, on a 5 amp load, SOMETHING will be
getting hot, so look for the heat to find the problem. But in this case it
will be hard to find as it's the low beam filament itself! It's 55w and the
high beam is 65w, so when you remove the ground, the high and low beam
filaments are in series. The Low beam will look almost normal, whereas the
high beam will be mostly low, albeit dim.
The ground is on the "Star tree" within a few inches of the headlight
housing on the front clip. It's to the right of the radiator and near the
top.
