Sometimes if there is a large gap in the fan clutch clearance, it will lag.
I've seen it "wait" until you rev the engine then suddenly click home.
This could also be a worn or sticky brush.
The clearance is fully adjustable. On the most recent car I bought someone
had cranked down the adjustments to lock the fan "on" all the time. This
was probably done because the fan was not engaging reliably. Drove me
crazy! I re-adjusted the clearance and checked the bush and now it works
perfectly.
