Thomas,
I would use a knife, wire brush, or curved jaw
pliers. Basically you want to scrape off the top
layer of oxidized lead. I would reassemble them dry,
tighten them down, and then spray the whole connection
with that battery terminal paint that you can get at
just about any auto parts store. In order to protect
the underside of the connection, you can use those
felt washers, or you can lay a bed of wheel bearing
grease at the base of the battery terminals. that
will prevent air and moisture from making its way into
the connection from underneath. Cleaning the contacts
at the other ends of the cables (engine/body ground,
hot lead to starter and alternator), as was previously
mentioned, would also be a great idea.
