You don't remove the collar holding the stud for the power piston.

You need to disconnect the inner end of the tie rod (leave the outer end alone). To do that, pry back the flange of the small rubber boot, and with a pipe wrench or large vice-grip loosen, and then unscrew the inner tie rod end (you will hear several clicks of the safety washer).

Next remove the nut holding the power piston to the stud on the rack, then loosen the two rack mounting bolts far enough to slide the rack back off of the power piston. Then install the rack boot by stretching it over the stud and into place. Clamp the boot and put everything back together.
