The best way to remove a stubborn steering wheel is as follows.
Loosen the wheel nut and bring it up to the level of the threaded section:
This way when you hit it with a hammer you will not damage the thread.
Next, apply upward pressure with the left hand on the top of wheel rim
(12oclock position). Using both knees apply upward pressure on the bottom of
the wheel. With a hammer in the right hand hit the nut. Increase the force
of the blows until the wheel pops off. (But take care that you don’t hit too
hard and damage the threaded section).
It usually only takes about 3 or 4 hits for the wheel to come off.

Yes it was easy to remove the instrument cluster. Mine is oval. There are
releases between the cluster and the console. Be careful not to damage the
plastic. Slide a slender flat blade driver between the hard plastic of
the
cluster and the soft plastic of the dash. There is one release on either
side halfway up. Mine was really easy because the last person to go in
broke
off both clips. Rock the cluster side to side and ease it out. Oh yeah, it
is way easier if you pull the steering wheel first. 22mm socket pull the
Peugeot emblem cover from the middle of the wheel off. The wheel did not
need a puller. It came right off. Don't forget to align the wheel so you
can
put it back on the in same position.
The bulbs are about the size of Christmas lights, same design I think its
called spear mount, push in.
I don't have the part number I was just going to the parts store and
browse.
