Be sure that the fuel shutoff valve on the injection pump is getting
12V and opening when you are cranking, or attempting to prime, the
engine. When that valve is closed no fuel is allowed into the injection pump.
To bypass any problems you may have in the fuel lines and filter, for
purposes of getting the engine started, take a pop bottle of clean
fuel and run both inlet and return hoses from the injection pump into
the bottle.
On '74-'78 diesels, the glowplugs are energized separately from the
glowplug controller and the starter. It sounds as if your controller
is not working. To be sure, check for 9v at a glowplug when the key
is in the ON position for up to 60 seconds. Probably you don't have
it. If so check that the controller is getting 12v in, and that all
the wire connections are clean and tight. There should be 12v at the
main wire all the time. When the key is ON there should be 12v at
one of the smaller wires, and 9v at the large output wire to the glowplugs.
You can temporarily directly energize the glowplugs with a jumper
wire from the battery --be SURE to disconnect the feed wire from the
controller at the rear glowplug if you do this, and to reconnect it
when finished -- but as the plugs are designed for 9.5v you will
shorten their life by using 12v on them. (There is a resister in the
controller to drop the voltage to 9.5 during pre-heat, and when the
starter is cranking the system voltage drops about that far.)
