Hi Bruce, I'd be very surprised if that pin was seized. The wastegate is
more than likely seized in the turbo housing. The diaphragm works under
pressure , 7-10 lbs/sq.in., not vacuum. I've had to heat some from the
inside to free them up. This situation usually arises either from being
parked in a damp spot or a blown diaphragm on the wastegate actuator.
