[Peugeot-L] Overheating or bad guage?

Hello!

I just joined this list a few days ago, after I bought my first Peugeot last week. So far I am very happy with it and I think I got a pretty good deal. I am working out a few minor problems (to be expected), but I have run into one that I am not sure if I should be concerned about. Before I go on, the car is a 1982 604 Turbo Diesel. The problem I am trying to figure out is this:

When I picked up the car, the temperature gauge was not moving. I found and reconnected the resistor that was in series with the temp sender, and the gauge is now moving. What concerns me is that the needle on the gauge seems to settle just below the red marking on the gauge, well above the middle line. The engine doesn't seem overly hot: the fan comes on occasionally, and turns off within a minute or two, and after driving several miles, the upper radiator hose is hot, but I can still hold my hand on it for a second or two. Also, as the engine warms up, the gauge starts just above the blue area (it never drops all the way) and rises steadily until it almost goes into the red area, then it settles there and barely moves.

Is my engine overheating, or it the gauge just goofy? I don't have a thermometer to check the temperature of the engine or hoses, but if I can find one, what should the temperature be?
