Matt,
To test the fan clutch, clip a hot wire to a screwdriver and touch
the commutator with it. The clutch should engage. The commutator
should be shiny clean. You can clean it with steel wool on the end
of a screwdriver while the engine is running and the brush holder
removed. The gap should be .015" and even all round. If it doesn't
work with a clean commutator and the correct gap the pulley probably
needs replacement.
