I am away from my 405 so I can only work from memory. The grounding on
strips on my 405 I seem to remember involved a large number of green and
yellow wires that are attached to a pretty large grounding point on the
bodywork, just below the lighting cluster.
I am a bit concerned about the burn mark. Just the grounding coming loose
shouldn't cause that.

This sounds a lot like a grounding problem. It could be a connector that has
come apart but I would start with the grounding.
If it is the grounding, you should be able to get volts at the light
sockets.

For testing, connect the volt meters negative lead to the bodywork of the
car. Make sure this is a good connection. I have a habit of using a
multimeter for all this sort of work and use the continuity tester to ensure
I get a good connection.
The Haynes manual for the 405 has a useable wiring diagram for this sort of
diagnostic work. The manual includes the grounding points, and the numbers
listed on each wire. It is very useful for seeing how the car should be
wired!
