[Peugeot-L] 405 Starter Engagement Delay

Hello,
In the last month perhaps ten times the engagement of the starter was a noticeable fraction of a second after the key was turned to start. I've tightened and cleaned the battery terminals and starter connections. Would anyone guess it's more likely the ignition switch or the starter? Would it be considered prudent to change the starter as a matter of course? Just wondering. Thanks.
