[Peugeot-L] What's that stuff in my 1980 505 air filter housing?

Hey group-

I replaced the air filter in my new 1980 505 SD (California car) today, and I was wondering why the housing is so complex. There is a flapper valve in the snorkel that I think is supposed to remain closed so the motor can suck exhaust pipe heat until it's warmed up, but the heat tube for my car is gone. I took the spring out so the flap would stay open and get fresh air all the time.

But what's with that wire that runs down the middle that's hooked up to a spring and a weird copper thing?
