Richard,
That bushing is composed of rubber bonded to a steel sleeve inside and a
steel jacket outside, as are most Peugeot suspension bushings. The inner
sleeve may freeze to the bolt as yours seems to have. The bushing must be
pressed out to get the outer jacket out or, if the rubber is all gone you
may be able to saw or chisel the outer sleeve loose.
