Assuming your gap is 0.4mm not 4mm, the problem seems most likely to reside
in the power supply, viz., the brush, the thermoswitch in the radiator, or
the wires in the circuit. You might try feeding the brush with a jumper
wire directly from the battery or through a manual switch. If the fan
works correctly, you have ruled out the magnetic fan and brush as the
culprits, and can go after the rest of the circuit.
