Apparently your blower speed rheostat, which governs the three lower speeds, has failed. It is mounted on a heavy aluminum heat sink/frame behind the firewall insulation at the extreme passenger side rear corner of the engine compartment. Access to the mounting screws is tricky even when you get behind the insulation barrier which, if it is silver in color is very brittle and tender.
