My thoughts are that 4000 rpm sounds like a typical high performance 4 cylinder car from the 1980s. My Rabbit GTI was the same way. They were built that way and it won't hurt it. They were made to rev.

Regarding your bushings, yes...they usually need bushings. Just go through and replace everything...ball joints, A-arm bushings, and tie rod ends. It's not a whole ton of money and it's fairly easy to do.

89 trans huh? Does it have the pull up plunger to get it into reverse? If not, then it's a 1991 tranny.
