WIth factory tachometer marginaly accurate at best, we can't talk about this with any accurancy.
Do a calculation. We know the 5th gear ratio and final drive ratio. And we know the tire size. Do the math and one should easily obtain the engine RPM at 70mph. I think there should be an online calculator somewhere on the internet for this kind of calculation.

With all due respect, the car shouldn't be taching 4,000 at 70-75 mph. Mine is at 3,200 at 70 mph in fifth gear, and the engine noise, while louder than a mini Monte Carlo Camry, is tolerable.
