A good question. The answer is yes. Several years ago a friend who was living in here in SoCal decided to go back home to Holland. He bought a new Toyota Corolla because it was much cheaper here than in Holland planning to put the requisite 4 or 5 thousand miles on it and ship it over. I told him not to do it because he would have problems getting it into Holland. Most countries want people to spend their money in country and have really arcane rules re: displacement, emissions equipment, RH or LH drive, etc. Just enough different to make it impossible to comply unless you spend alot of money modifying the vehicle. My friend didn't listen, he shipped the car along with everything else to Rotterdam. It was a disaster. He had to replace many, many items which were DOT approved but not by their equivilent of DOT. And, because the engine was 100cc larger than the same model of Toyota sold in Holland he had to pay for special emissions testing and replacement of almost the all "smog" equipment. The process took almost 3 years and many thousands of euros before he got his car back. Perhaps in Holland not many people bring in non compliant vehicles and maybe there are not many companies, like in the USA, that do that type of work, I don't know why it took so long but it did. He still drives that Toyota but wishes he had listened to my advice.

This is a good overview, Mike, and corroborates my understanding that
the process is quite hard for the do-it-yourself aficionado.
So, is the reverse also true? Do cars manufactured to U.S. standards
have just as many holes to fill to be imported into Europe? Setting
aside the way - oversized and use-too-much-fuel issues or whether
people there would want them, of course. The economic question would
be, is there be value in working with the E.U. in agreement on common
standards? Is this more relevant as attention to size and economy
becomes more serious here in the U.S.?
