Basically, the car has equipment that hasn't been certified. EU
certification does not necessarily exclude DOT certification. Take,
for instance, the headlights. It's possible to build headlights that
are both DOT and ECE certified. Supposedly Chrysler has done this
with some of their Euro cars.
