The car in question was one of the recent 300s (I forget whether it was the RWD or FWD version). The lights *were* different between the markets. The US got crappy plastic DOT lamps, and the Euro market got improved ECE approved lamps that happened to meet DOT specs as well.

I think the biggest obstacle is money, not redesign. I suspect much of the European equipment would meet appropriate US standards (or exceptions) without redesign. Regardless, the certification is expensive, especially if you've got to sacrifice a few cars for crash testing (that would obviously increase the cost of importation by a factor of two at least).
