[Peugeot-L] N9TE Compression Problems

Ok I just did another test with the throttle wide open, got 120 on first, then 90, 130, 130... Its looking a little better as it was 120, 80, 130, 90 before. I didn't have any oil to try pouring down the plug hole... but I'm imagining that the rings are possibly bad from sitting outside without being cranked over for so long. Each cylinder builds pressure fairly quick (2-3 cranks) and they all hold well. What is the stock compression supposed to be on this engine? Also does anyone know where to get exhaust header bolts and nuts, can I get them from home depot or do I need OEM parts?
